AAR open top loading rules?
when rail cars under go a open top load inspection does a tag have to be applied saying that the car meets the AAR requirements

Before a car can pulled from the industry it is loaded the train crew must visually inspect to ascertain if the car is properly loaded and lading is secured.
Then when this car is placed into a train, the car inspectors must inspect the entire train to ascertain that all the loads are secure and safe for movement, not just certain loads but all of them.
Additionally there are requirements for a train to be inspected every thousand miles by car inspectors and all railroad employees are required to be alert for anythign that may casue a hazard, including open cars with steel.
We have instances of open loads being next to tank cars or other hazardous loads and we will have instructions the the open load must be inspected for protruding lading before it can be moved.
Then there will be a notation on our documentation but nothing on the car itself, having a tag a mile away from the train crew saying it ok ot move would make much sense.
